Richmond is a city in western Contra Costa County, California, United States. The city was incorporated on August 7, 1905. Located in the eastern region of the San Francisco Bay Area, Richmond borders the city of San Pablo and the unincorporated areas of North Richmond, El Sobrante and East Richmond Heights. Under the McLaughlin Administration, Richmond is the largest city in the United States served by a Green Party Mayor. As of the 2010 U.S. Census, the city's population is at 103,701.
The Ohlone Indians were the first inhabitants of the Richmond area, settling an estimated 5,000 years ago.The name "Richmond" appears to predate actual incorporation by more than fifty years. Edmund Randolph, originally from Richmond, Virginia, represented the city of San Francisco when California's first legislature met in Almaden in December 1849, and he became state assemblyman from San Francisco. His loyalty to the town of his birth caused him to persuade a federal surveying party mapping the San Francisco Bay to place the names "Point Richmond" and "Richmond" on an 1854 geodetic coast map, which was the geodetic map at the terminal selected by the San Francisco and San Joaquin Valley Railroad; and by 1899 maps made by the railroad carried the name "Point Richmond Avenue," designating a county road that later became Barrett Avenue, a central street in Richmond.

Gold Shovel Standard (GSS) is a nonprofit organization committed to improving workforce and public safety and the integrity of buried infrastructure. GSS believes that greater transparency in all aspects of damage prevention among buried-asset operators, locators and excavators is essential to drive continuous improvement, and vital to increasingly safe working conditions and communities.
Standardized damage prevention measurements are a key part of the GSS mission, and the establishment and broad deployment of metrics are core components of Gold Shovel Standard’s efforts to improve public and workforce safety. Gold Shovel Standard believes that no significant reduction in damages will be obtained unless all responsible parties (operators, excavators, locators) continuously improve, and measurements underpin continuous improvement.
Every six minutes in the United States, an underground utility line is damaged during excavation work. In 2014, PG&E experienced nearly 2,000 dig-ins to our underground facilities—that's almost six dig-ins per day, resulting in $11 million in damage for the year.
In response, PG&E launched the Gold Shovel Standard, a first-of-its kind excavation safety program designed to reduce dig-ins and protect PG&E's underground gas and electric system. With safety as highest priority, PG&E developed the Gold Shovel Standard Certification process to ensure that PG&E's hired contractors adhere to the safest excavation standards. Safe excavation prevents injuries, property damage, inconvenient outages, project delays and high costs.
Beginning January 1, 2016, contractors who wish to excavate or subcontract out excavation work for PG&E must obtain Gold Shovel Standard Certification by making a commitment to safe digging practices in accordance with the California "One Call Law" (California Government Code 4216) and the Common Ground Alliance best practices for excavation.
